Election Procedures

By state law, the village conducts elections on specific dates throughout the year. Every year, there is a spring election cycle that consists of the primary (if needed) and the general election.

The primaries are held on the third Tuesday of February and the general election is held the first Tuesday in April. The Administrative Services Department supervises the election officials working at the polling locations. All election officials are hired by the village, and the chief inspectors receive training on Wisconsin law to enable accurate election results and a smooth election process.

The village currently has four polling locations to serve the needs of the electorate on election day.

Voting Instructions

There are three ways to cast your ballot:

  • Absentee Ballot by mail - If you are a registered Wisconsin voter, you can request and absentee ballot at myvote.wi.gov or download the Application For Absentee Ballot (EL-121). Just complete the form and mail it to Village Hall, 2456 Glendale Ave., Howard, WI 54313. Your application must be received by the clerk no later than 5:00 p.m. on the Thursday before the election in order for an absentee ballot to be SENT to you. You will also need to provide a copy of your acceptable photo ID with your request. If you have not previously provided a copy of photo ID, photo ID must accompany your first application by mail. More information about photo ID can be found at www.bringit.wi.gov. Your completed absentee ballot must be delivered no later than 8 p.m. on Election Day.
  • Early Voting (In-person absentee ballot) - In-person early voting for Primary and General elections will start the week before the election. All in-person early voting occurs at Village Hall, 2456 Glendale Ave., between the hours of 8 a.m. and 4 p.m. Monday through Friday. If you apply for an absentee ballot at Village Hall, or care facility location for in-person absentee voting, you will vote your ballot immediately, seal your ballot in the proper envelope, and return it to a member of the clerk's staff. No ballots may be taken out of the clerk's office.
  • At the polls - The Village of Howard has four polling locations that will all be open 7 a.m. to 8 p.m. on Election Day. The polling locations are divided by the voting wards, and residents vote at their respective polling place according to their address. Click here to see where you vote. To speed the process, please make sure you are registered to vote, bring proof of residency showing your current residency, and have your photo id before Election Day.
