  • JOSHUA A. SMITH, VILLAGE ADMINISTRATOR
    Joshua A. Smith was appointed as Howard Village Administrator on October 30, 2006. Prior to that appointment, he served as Town Administrator in Cedarburg, Wisconsin (2004-2006), City Administrator of Monticello, Iowa (2001-2004), and Deputy City Administrator/Director of Community Development of Waukee, Iowa (1999-2001).

    The Village Administrator is vested with the responsibility to ensure that policies, directives, resolutions, and ordinances adopted by the Village Board are enforced and implemented. As the Chief Administrative Officer, Mr. Smith is responsible for providing executive level leadership, vision and guidance to the organization, providing recommendations to the Village Board and implementing policy directives in an efficient and effective manner. In addition, he is responsible for preparing and administering the budget, planning the development of the Village, supervising Village employees, interacting with citizen groups and other units of government, and is otherwise responsible for the day-to-day operations of the Village of Howard.

    Mr. Smith received his Master of Public Administration (MPA) degree with a concentration in Public Management from Iowa State University and a Bachelor of Arts (BA) degree with a major in Organizational Behavior & Management from the University of Sioux Falls. He is a graduate of the University of Virginia's Weldon Cooper School of Public Affairs Senior Executive Institute (2006) and the University of Oklahoma's Economic Development Institute (2000). Mr. Smith is a member of the downtown Green Bay Rotary Club, where he serves on the Board of Directors and co-chairs the club's largest fundraiser (Free Enterprise Award Dinner held every May). He is also a member of the Howard-Suamico Optimist Club, where he was named co-"Rookie of the Year" in 2007, due to his volunteer contributions to the club.

    He is also on the Board of Directors of Advance (Green Bay Area Economic Development). Besides his local civic activities, he belongs to the International City/County Management Association (ICMA), the Wisconsin City/County Management Association (WCMA) and is a member of the ICMA Leadership Class of 2008.

    After Mr. Smith's appointment, he implemented a staff reorganization that created an executive leadership team to assist in the implementation of policies established by the Village Board and to proactively address issues. Each executive leadership position is responsible for adhering to the Village of Howard's core organizational values and establishing and monitoring performance measures within their respective areas to ensure the Village's operations are being conducted as economically and efficiently as possible.

    ADAM L. HELMS, ASSISTANT TO THE VILLAGE ADMINISTRATOR
    Adam L. Helms started with the Village on May 7, 2007. As the Assistant to Village Administrator, Mr. Helms assists the Village Administrator with the everyday operations of the Village. Furthermore, Mr. Helms oversees the Citizen Request Management (CRM) system, coordinatees the Village's performance measurement initiative with the ICMA Center for Performance Measurement (CPM), provides policy analysis assistance to the entire executive staff and monitors legislative action which may impact Village operations.

    Prior to working for the Village of Howard, Mr. Helms served the Town of Cedarburg, Wisconsin as a Management Assistant (2006, 2007), an Administrative Intern (2005) and as a summer public works laborer (2003, 2004) while attending college.

    Mr. Helms is a 2006 graduate of the University of Wisconsin - Green Bay, with a triple major in Public Administration, Environmental Planning and Political Science. He is working on his Master of Public Administration (MPA) degree at the University of Wisconsin - Oshkosh. He is a member of the International City/County Management Association (ICMA), Wisconsin Association of Municipal/County Assistant Managers (WAMCAM), and the Wisconsin County/City Manager's Association (WCMA).

    KATHLEEN M. McGLACHLIN, EXECUTIVE SECRETARY
    Kathleen McGlachlin is the Executive Secretary for the Village Administrator's office. Mrs. McGlachlin is a graduate of Michigan State University. She is a Howard resident.

    Mrs. McGlachlin's primary duties are to assist the Village Administrator with various duties.
    ALLISON JANDT, ADMINISTRATIVE INTERN
    Allison Jandt will be a full-time Administrative Intern with the Village of Howard during the summer of 2008, and will work part-time from September 1, 2008 through December 31, 2008. Ms. Jandt will graduate from the University of Wisconsin - Green Bay in December 2008, with a dual major in Public Administration & Political Science.

    Ms. Jandt's primary assignments will be to develop a comprehensive policy manual for the Village Board and to create a framework for a consolidated purchasing program for all village departments.

    Besides the activities listed above, Ms. Jandt will be assisting Assistant to the Village Administrator Adam Helms with the twice-monthly Village Board packets and working on a variety of assignments with the Village Board, Village staff, and citizen groups.

    VILLAGE ADMINISTRATOR'S INFO PAGE
    To provide village residents full access to their government, Village Administrator Joshua Smith has created an online datatbase containing various documents to keep the general public informed of day-to-day government operations. To review the Village Administrator Info page, please select this link.

    Documents that are provided in the Village Administrator Info page include the following:

    • Weekly Administrator's Report. The Weekly Administrator's Report discloses Mr. Smith's weekly meeting schedule, provides information regarding upcoming meetings and provides timely information from the executive staff.

    • Press Releases. The Village Administrator's office will issue press releases of newsworthy events. The press releases are generally sent to the Green Bay Press Gazette, Howard-Suamico "The Press" and to local television and radio stations. These press releases are then posted on the village web page so residents may read a press release in its entirety.

    • Budget Information. At various times during the year, the Village Board will consider various components of the operating & capital budgets. As information becomes available, this information will be posted on the village web page for residents to review.

    • Executive Staff Meeting Agendas. The Executive Staff meets every Monday at 9:30am to prepare agendas for various meetings of the village. They also meet every Tuesday at 9:30am to discuss a variety of issues, to assign agenda completion items and to provide policy analysis.

    • Various Reports to Village Board. At various times during the year, Mr. Smith will submit reports to the Village Board to apprise them of the condition of the village. These reports will be placed on the village web page for the public's review.

    • Correspondence to the Village. At various times during the year, the Village will receive correspondence that may be of interest to our residents. Correspondence may include awards received by the Village (i.e., the GFOA Distinguished Budget Presentation Award) or may be information submitted by a state agency (i.e., Department of Transportation).
