VILLAGE BOARD OF TRUSTEES
The trustees each serve two-year terms. The trustees for Wards 1-2, 3-4, 13-14 and 18, and 15-17 (or the outside wards) are elected in the spring of odd years (2013, 2015, 2017, etc.)
The trustees representing Wards 5-6, Wards 7-8, Wards 9-10 and Wards 11-12 (or the inside wards) are on the spring ballot in even years (2014, 2016, 2018, etc.)

Born and raised in Milwaukee, John moved to Howard in 1973 while serving on active duty at the Navy and Marine Corps Reserve Center in Green Bay. He retired as a First Sergeant in 1979, after 20 years of service with the United States Marine Corps. He began a second career with the postal service as a window clerk in Pulaski. He retired in 2000, and initially became involved in Howard politics, serving as the trustee in Wards 11-12 in 2000-2002. The Havey family moved to Phelps in May 2002, and John returned to Howard in July of 2009 after losing his wife of 48 years (Patricia) to cancer. John's daughter lives in Oconto Falls and sons live in De Pere and Howard.

Cathy was appointed to a vacant trustee seat in December of 2005 as Trustee for Wards 5 and 6. She was re-elected in 2006. Cathy is married to Chris Hughes and is the mother of 4 children and also has 5 grandchildren. Cathy has been employed with the Wisconsin State Patrol as a state trooper since 1988. She volunteers as a Hunter Safety Instructor, is the secretary of the Bay Port Equestrian Team, is also an Employee Assistance Coordinator for the Division of State Patrol Wausau Post, and is an instructor at the Wisconsin State Patrol Academy.

George began his service on the Village Board in 1984, serving as trustee until 1993. He then was elected Village President and served two terms from 1993 to 1999. Trustee Speaker re-joined the board in 2002 and has served Wards 7-8 continuously since then.

Trustee Lemorande was elected as Trustee for Wards 9 & 10 in April of 2008. Jim also served as Village Trustee for Wards 9 & 10 from 1990 to 1994 and again from 1997 to 1998.
Jim, now retired, previously worked for 37 years for the Wisconsin Department of Transportation as the Supervisor of Marking and Signing of District 3 (Green Bay). Jim also served as a Village of Howard volunteer firefighter for 13 years and was a member of the Wisconsin Army National Guard.

Ray was elected as Trustee of Wards 11 & 12 in 2010. He has 36 years of business, accounting, and leadership experience and is a Certified Public Accountant and a Certified Management Accountant. Ray is married to Nancy and has three daughters.
His community service includes the Village of Howard Plan Commission (3 years), board of directors for a local credit union (4 years), Howard-Suamico Optimist Club, Treasurer of the Packerland Chapter of the IMA accounting association, and President/member of the local Scandinavian Heritage club. Prior service includes Treasure for a township, Secretary for a volunteer fire department, coach and board member of West Side Kickers Soccer Club, and president and director of a camping club.
Ray has BA degrees from Lakeland College and Spencerian College of Business. He is the Governmental Contracts Compliance Coordinator for Integrys Energy Services.

David Steffen was elected as Trustee of Wards 13, 14 & 18 in April 2007 and was re-elected to his fourth term in April 2013. He lives on Redstone Trail with his wife, Jenn, and son, Steele.
Other committees, boards, and organizations David has served on include: Brown County Board of Supervisors (2012-present); Howard Small Biz Partnership, Founder and Vice-Chair (2008-present); Go Green, Save Green Taskforce, Founder and Chair; Woods and Valley Corp., Board President; American Legislative Exchange Council, WI Private Sector Co-chair; Village of Howard Plan Commission, Member; Prevent Blindness - N.E.W. Chapter, Board President; Green Bay Area Chamber of Commerce, State and Federal Issues Committee, Chair; Ashwaubenon Business Association, Board President.
David Steffen is a graduate of Ashwaubenon High School and the University of Wisconsin - Madison. He is employed as the Director of Operations for the Legislative Leadership Institute Academy of Foreign Affairs and the Director of External Affairs for Taxpayers Network.
