ROBERT BARTELT, PE, EXECUTIVE DIRECTOR OF PUBLIC WORKS
|
Robert Bartelt was appointed as Howard Director of Public Works on January 29, 1996. Prior to that appointment, he served as Director of Public Works and Assistant Director of Public Works for Greendale, Wisconsin.
The Director of Public Works is vested with the responsibility to oversee all the operations of the Public Works department, including the physical assets of the community, all utility and road infrastructure and all engineering activities of the village.
Mr. Bartelt received his Bachelor of Science (BS) degree in Civil Engineering from Michigan Technological University. He is a registered Professional Engineer (PE) in the State of Wisconsin and is a member of the American Public Works Association.

PUBLIC WORK'S OPERATIONS & ACTIVITIES
|
The Village's Public Works Department has six internal divisions: engineering, GIS, utilities (water, sewer, stormsewer), forestry and park maintenance, fleet maintenance and streets operations. Robert Bartelt, the Village's Executive Director of Public Works is a Professional Engineer (PE) and oversees all six divisions, which includes 25 full time employees, including 3 Professional Engineers & 2 Administrative Assistants.
The Village's Engineering Services consist of surveying, road design, utility design, sidewalk design, overseeing all construction projects, and local storm water management. Geoffrey Farr, the Village's Engineer, oversees all 3 full time employees.
The Village's GIS Department is responsible for all mapping and locating of the Village's entire infrastructure which includes sewers, water, stormsewer, streetlights, street trees and all street signs. Tim Niemi is the Village's full time GIS Coordinator.
The Village's Utilities include water & sewer and are responsible for maintaining the entire infrastructure, responding to emergencies, locating facilities for diggers hotline, and following all the DNR requirements to provide safe drinking water. The Village's Utility Department has 4 full time employees. Dave Fonder also oversees the day-to-day operations in his capacity as working foremen.
The Village's Forestry and Park Maintenance is responsible for 11 parks in Howard. Duties include grass cutting, field preparation, forestry, snow removal, building maintenance, ice rink and general maintenance. The Park Maintenance has 2 full time employees.
The Village's Fleet Maintenance is responsible for all equipment the Village owns which includes, Fire Department, Police Department, Street Department, Utility Department, Park Maintenance and Administrative equipment. The Fleet Maintenance has 2 full time employees.
The Village's Street Operations Division consists of refuse collection, recycling, road maintenance, building maintenance, streetlights, ditching work, chipping, snow plowing & salting. The Village's Street Department has 9 full time employees. Ken Pamperin also oversees the day-to-day operations in his capacity as working foremen.

REFUSE (GARBAGE) & RECYCLING COLLECTION

The Village Board created a new utility to account for the costs related to the storm waters of the Village of Howard.
On September 27, 2004, the Village Board was presented two draft ordinances for storm water management and the creation of a new storm water utility. This meeting marked the first time the Village Board reviewed plans for a new utility. Board members expressed opinions on their desires to create (or not create) a utility that would keep track of all storm water related assets, such as storm sewers, ponds, equipment and curb & gutters, and maintain/operate those assets to meet the requirements of stated and federal law.
The federal government created the need for more management of storm water through the enactment of a federal clean water act. The State of Wisconsin has been giving grant money to the Village for the creation of a storm water management plan and installation of new detention ponds to help clean storm water run off before the water entered into natural streams and rivers.
With the acceptance of the grant money, the Village of Howard accepted responsibility for constructing and maintaining the new ponds along with other infrastructure and equipment needed to manage the storm water.
The Board decided to create a storm water utility as it was the best way to:
1. Support storm water management operation; and,
2. Allow all entities responsible for storm water runoff to pay for their share of the pollutants in the runoff.
Prior to creation of the storm water utility, only taxable entities (residential and commercial properties) were paying for storm water costs. With the creation of the utility, tax exempt organizations will also be required to pay their share of the cost of the utility.
Billings for the storm water utility will be added to the quarterly water and sanitary sewer billing beginning at the end of January 2005. Billings are based on equivalent residential units (or ERU's) of impervious surface. One ERU is equal to 3,301 square feet of impervious surface per parcel. For each home, business or non-profit organization, the ERU's are calculated to enable billing by the utility.
A rate study has been completed for the storm water utility to determine the ERU charge to be $11/quarter. Some parcels will have more than one ERU and some will have less than one ERU. The ERU of 3,301 square feet was derived by an average of all residential properties within the Village.

Sewer & Water system repairs and maintenance are performed by the Water & Sewer Departments. Also, water quality reports are maintained in this department.
The Public Works Director is the department director for Water & Sewer Utility repairs and new installations. The routine repairs of the systems are performed by employees of this department. Some major repairs, reconstruction and new installations are generally performed by contractors (not village employees).

YARD WASTE, COMPOST AND WOODCHIPS
|
The village compost site is located at the PWF (Public Works Facility) at 1336 Cornell Road, which is open year round. Residents are welcome to drop-off yard and garden waste at this location.
Items that can be dropped off include: branches, sod, logs, leaves, shrubs, corn stalks, grass clippings, garden waste and bales of hay. Any other items dumped here are subject to a fine.
Curbside pickup of these materials occur in the Spring and Fall of each year.
Woodchips and unsifted compost are available for free, to Howard residents. Assistance with loading of compost or woodchips is available Monday-Friday from 7:15am - 2:45pm.
