The Village of Howard operates its own water, sanitary and stormwater utilties.
Water & Sewer
The Village of Howard bills monthly for water, sanitary sewer and storm sewer. To pay your water bill, you may pay in person at Village Hall (2456 Glendale Avenue), you may mail your water bill to Village Hall, call by phone (920/434-4640) and pay using Visa or Mastercard or you may call Account Clerk/Bookkeeper Mitch DeBauche (920/434-4642)to receive an automatic withdrawal form, which would permit the Village to withdraw the appropriate amount of money from a bank account your choice at the correct interval.
Stormwater
Due to recent federal legislation regarding unfunded mandates, the Village of Howard instituted a stormwater utility fund, which operates as an enterprise fund (i.e., the revenues generated cover the expenses for operating the stormwater utility). Urban areas are required by federal and state law to abide by regulations of a National Pollutant Discharge Elimination System (NPDES) permit. The Village of Howard is working towards full compliance of these standards. The stormwater utility is designed to protect the health and safety of both the public and the ecosystem; address both stormwater quality and quantity concerns, and meet or exceed federal and state mandates regarding stormwater runoff and discharge.
