CHRIS HALTOM, CPA, EXECUTIVE DIRECTOR OF ADMINISTRATIVE SERVICES
|
Christopher Haltom was promoted as Howard Executive Director of Administrative Services on December 8, 2006. Prior to that appointment, he served the Village of Howard as their Director of Finance since 1991. Prior to working for local government, Mr. Haltom worked for a CPA firm in Phoenix, Arizona.
The Director of Administrative Services oversees all of the financial matters of the community, including investments, payroll, utility billing, accounts payable/receivable, risk management activities and insurance issues. The Administrative Services department is also responsible for all village election activities, the issuance of permits and licenses and providing primary assistance with the creation of the operating and capital budgets.
Mr. Haltom received his Bachelor of Science (BS) degree in Accounting from Western Kentucky University. Chris is a Certified Public Accountant(CPA) in the State of Wisconsin and nationally.

ABOUT THE ADMINISTRATIVE SERVICES DEPARTMENT
|
The Administrative Services Department was recently created to align several traditional functions of village government under a single umbrella. Those functions include duties of the clerks and treasurer's office, financial reporting and investing. Previously, the Village had two departments performing these functions; the Administration Department and the Finance Department. These departments were combined into one Administrative Services Department in December 2006.
There are five full-time employees of this department. Chris Haltom is the Executive Director (see above). Mitchell DeBauche and Nicole Hylok perform many of the finance and bookkeeping functions of the department. Annette DuPrey and Lynn Kobus perform receptionist and administrative assistant duties including greeting customers, by phone or in person, at the Village Hall.
